Jim was raised and attended school in Northeast Iowa.  He met his wife while attending NITI and they were married  August 23, 1986. Jim and his wife lived in Northeast Iowa  and finally settled in Manchester in the spring of 1993.  On August 29, 1995, they adopted their daughter.  Jim started his law enforcement career as a Reserve Deputy  for the Delaware County Sheriff's Department in 1991 and  in 1994 he joined the Manchester Police Department.  During his career, Jim attended several schools including;  Desert Snow Drug interdiction, Reid School of Interrogation  and SMILE Tactical training, including many others. Jim  worked with the Manchester Drug Enforcement Unit and the  Manchester Clan Lab Team, he is also involved with in a  broad array of other investigative work.  He helped start the Manchester Police Department's K-9 unit in  2000 and in January of 2001 Jim and his new partner (Ralf) began  working together and continued to work together until Ralf retired in 2009.  Jim was promoted to Patrol Sergeant in 2006 and in 2014 he was  promoted to Chief of Police.
